Greetings from your all-volunteer Homeowner Association Board. Fall 2020 is almost here.
The 2020 annual meeting of The Preserve Homeowners’ Association, Inc. will take place on Saturday, September 12, 2020, at 2:00 pm. Due to COVID regulations, the meeting will be limited to forty-five members and five board members. Please register via the new and improved HOA website if you would like to attend the meeting.
The meeting location is the dead-end road next to 4385 Winding Creek Road (please bring chairs!).
In the event of adverse weather, the meeting will be adjourned to September 19. Notice that any changed location or adjourned date will be posted at the entrances to the neighborhood and posted on the Association’s Website at www.thepreservemanliusny.com.
Suppose you cannot attend the annual meeting and wish to appoint a proxy authorized to vote for you. In that case, Article II, Section 6 of the Association Bylaws provides that “all proxies shall be in writing and shall be filed with the Secretary before the meeting at which the same is to be used.”

Block Party Pizza and Ice Cream
On Saturday, September 12th, there will be pizzas from 4–7 pm. Each house is getting their first two pizzas paid for by the HOA. Any additional pizzas will be charged for when you pick up your order. Order online with the form. We will also be having an Ice Cream truck drive through the neighborhood for both adults and kids. Skippy’s is an annual treat enjoyed by all.
Yard Waste Pickup
Yard Waste pickup is every other Thursday through December 17, 2020, plus a Christmas Tree Pickup. Pickups will occur between 6 am to 5 pm. Inclement weather may create delays, maybe even the next day.
All brush must be placed curbside or at the edge of pavement in front of each property, the night before the designated collection day or by 6 am the day of your pickup.
Collection of the brush is to include leaves, vegetation (pumpkin and apples), tree and shrub branches, grass clippings, Christmas trees, and other acceptable yard waste. The brush should be tied in bundles with twine or string or placed in brown recyclable yard waste bags.
No materials will be collected in trash or plastic bags (they are not recyclable).
Bundles of the brush may not be more than 50 lbs. Each and packages may not exceed 5 feet in length.
Preparing Brush for Pick Up
• Brush put out for collection must not block sewer drains or roads.
• Bundles Should be tied with twine/string or placed in a plastic or metal container.
• Bundles may not exceed 5 feet in length.
• Containers and bundles of the brush may not be more than 50 pounds each.
• No materials will be collected in trash or plastic bags (they are not recyclable).
If you do miss a pickup, please do not leave your yard waste by the road until the pickup two weeks later. Please store the yard waste and then take it out the night before, the same as you do your trash cans.
Illegal Dumping
It is illegal to dump anything, to include yard waste anywhere in the Preserve. A concern is where we locate the dumpsters. Some residents have been using the end of the road there to dump a number of items. The property adjoining this road is private and belongs to neither the nearby residents nor the Preserve.
Speed and Safety in the Neighborhood
Please pay attention to the speed limits and stop signs. We have lots of kids in the neighborhood that might not always look both ways before darting into the road.
Starting an Addition, Pool, or other Project?
Please consult the Website under the Modifications tab for the proper procedure. There is an Architectural Committee that needs to approve your planned project BEFORE the project can begin. Modifications, additions, or alterations were undertaken without prior approval by the Board of Directors are subject to removal at the home owner’s expense. Above-ground pools are not allowed in the Preserve. Applications should be sent to HOA Vice President Kelsey Shannon vicepresident@thepreservemanliusny.com.
Pets
Please remember to curb your dog. The Town of Pompey has a MANDATORY leash law.
To “curb” your dog means that you steer her toward the street to eliminate. The ideal place for her to go is on the road, just off the curb. This ensures her safety by keeping her close to the sidewalk and away from traffic, but also keeps our neighborhood clean.
Also, please pick up after your dog. If you have a dog, you’ve already bought into the notion that you need to “pick up” after it.
Satellite Dish Installation
All of our residents want to maintain that curb appeal that brought us to the Preserve. If you are planning to attach it to the house or please use some landscaping nearby to keep it from being a lawn ornament.
Campers, Boats, etc.
Campers, boats, and other items are not allowed to be stored in your driveway. In the past, there has been a one week maximum in your driveway with the understanding that it is only temporary to allow a transition to storage or another place.
