Preserve HOA Membership Meeting

II. Approval of past EC minutes
Kelsey Shannon moves to waive reading and approve the 2020 Preserve HOA meeting minutes. Approved on voice vote at 2:09 pm DW 2nd
III. New Business
Director Term Renewals
Seth Gitner’s term as Secretary is up, and he has decided not to run for the position again. He served the HOA from 2012 to 2020. Gitner, in his time on the HOA board, set up a farmer to pay us to mow the field instead of us paying someone else, he set up the yard waste collection, organized and administrated the FB group, converted our proxy system to digital, led the Drainage Task Force (still ongoing) He also redesigned/rebuilt the website. He also collected and gathered email addresses from almost all of our members (we are still missing 26) to convert our quarterly newsletter from paper to email.
Moving forward, he plans to run the FB Community and administer the website as we look into converting our annual dues collection from snail mail to the web site.
The HOA thanked him for his service to the community.
Vandalism and Behavior
Residents were urged if they to see something that is abnormal for The Preserve to report it to the police. The HOA Board cannot enforce laws. “If you see something, say something.”
Chat with the Town Supervisor
Rene Rotondo -The Pompey Town Supervisor is in attendance and was given time to chat with members of the HOA
New at her job with Town lived since 1999 on Pratt’s falls road.
Kids went to Fabius Pompey school
Works for Madison county government
She is an attorney who does not practice law though

Town meetings will continue to be virtual and live streams on FB and zoom link.
Everything recorded and written meeting minutes is being sent out promptly.

She knows the Preserve’s concerns about drainage and has told the HOA she will figure something out.
The cost could be $250,000.
Town Highway could do some of the work without bidding it out to offset costs.
The Town has also consolidated sewer districts into county now, and the county maintains our sewer district.
Could it be a “green” project environmentally friendly? Infrastructure?
Dave Angello was looking for neighborhood support, and no-one objected.
Renee is looking for the cooperation of residents.
Cattails attract mosquitoes holding up the flow of water.
HOA wants to get it done once and for all
HOA Members also mentioned the roadway at the upper entrance of winding creek has divots. They asked Renee to look into resurfacing or possibly patch it.
Rotondo spoke until 3:11 pm.
Dumpsters
Dumpsters were mid-week.
The idea for a donation truck to come thru neighborhood drop off at the senior center
Lawn Maintenance
Dave Angello has been doing a great job of mowing the trails. Ruffo’s has been doing the flower beds.
IV. Old Business
Treasurer’s Report – Annual Dues: $200
Dues remain the same. Annual dues are used for:
Annual Block Party
Yard Waste Pickup
Annual Dumpsters
Lawn Service/Landscaping of common areas
Miscellaneous
Drainage issues between Preserve Parkway and Winding Creek Road
The Town of Pompey is still working out the drainage issue. The Board asks that residents try to keep the area clear of clippings and debris.
Welcome Committee
There is a need for a new welcoming committee for the neighborhood. There were not any volunteers.
Dog Poop
Residents are urged to curb their dogs and pick up their dogs’ poop rather than leave it on a neighbor’s lawn.
Yard Waste
All brush must be placed curbside or at the edge of pavement in front of each property, the night before the designated collection day or by 6:00 am the day of your pick-up. The brush’s collection includes leaves, vegetation (pumpkin and apples), tree and shrub branches, grass clippings, Christmas trees, and other acceptable yard waste. No materials will be collected in trash or plastic bags (they are not recyclable). Bundles of brush may not be more than 50 lbs. Each bundle may not exceed 5 feet in length. The meeting should be tied in bundles with twine or string or placed in brown recyclable yard waste bags.

Satellite Dish Installation
Please know that satellite dish installation is an addition that must be applied for through the HOA. All of our residents want to maintain that curb appeal that brought us to the Preserve. Planning to attach it to the house or nearby with some beautiful landscaping is all it takes!
Starting an Addition, Pool, or other Project?
Please consult the website under the Modifications tab for the proper procedure. There is an Architectural Committee that needs to approve your planned project BEFORE the project can begin. Modifications, additions or alterations undertaken without prior approval by the Board of Directors are subject to removal at the homeowner’s expense. Above-ground pools are not allowed in the Preserve.
VI. Board Elections
Elections
Kelly Kellish volunteered to run for the open position Seth Gitner is leaving. Kellish was voted in by acclamation voice vote of all present at 3:24 pm.
